The trustee office, where a Dubai sale completes

The private office where Dubai’s property transfers are actually done: what it is, the morning in the order it happens, what it costs and who pays, what each side brings, how long it takes, and the department’s nineteen offices by area with their hours.

A trustee office in Dubai is a private office licensed by the Dubai Land Department to do the department's registration work: it is where a property sale is actually completed, the seller's title deed cancelled and the buyer's issued, and where a mortgage is registered or released. The department's name for it is the registration trustee. There were nineteen on the department's own list when this page was written, from Al Garhoud to DIP, open on hours the department's own counters are not, and the department's sale-registration service names them as its only channel: a completed home in Dubai changes hands at one of these desks or not at all. The trustee checks the file, enters the transaction and takes the fees; the department audits it from Deira and issues the deed, by email, the same afternoon. Here is what the office is, what happens there in the order it happens, what it costs and who pays, what each side brings, how long it takes, and the offices by area.

What a trustee office is

The department introduced the registration trustee in 2012 so that its main registrations, a sale, a mortgage and a lease to own, could be done outside its own hours and away from its headquarters on Baniyas Road. The trustee is a licensed private company, staffed by registrars the department approves and trains. It verifies the parties and the documents, enters the transaction into the department's system, issues the contract the two sides sign, collects the department's fees alongside its own, and sends the file to the department's auditors, who approve it and issue the electronic title deed. The trustee's fee is fixed by the department and is the same at every office on the list.

What it is not matters as much. It is not a party to the sale and it does not advise either side: it will not tell a buyer the price is high or a seller the buyer is slow. It is not a conveyancer, though it will hold the deposit cheque if the two sides ask it to. It does not inspect the home. And it is not the other kind of trustee. The department licenses a second, smaller tier, the real estate services trustee, seven offices on the day this was written, some under the same names as the registration trustees, for Ejari, typing and the department's certificates. That is where a tenant meets the word. A sale is not done there.

What happens at the trustee office, in order

By the morning of the transfer the work is done and the office is where it is recorded. Form F has been signed on Dubai REST and the deposit lodged; the seller has obtained the developer's no-objection certificate through the same app; a seller's bank has issued its liability letter; the buyer's manager's cheques have been drawn. What happens at the desk, in the department's own order:

  • The parties, or their attorneys, present themselves. Identity is checked against the original Emirates ID, or a passport for a non-resident, and no copy is taken. A power of attorney is read against the notary's record.
  • The registrar checks the file, names anything missing, and uploads the documents to the department's digital vault. The developer's no-objection certificate is read from the system, where the developer issued it.
  • The transaction is entered and audited at the desk, and the two sides sign the department's sale contract.
  • The fees are paid and a receipt issued: the department's 4% and its deed and map fees, and the trustee's own fee. The price passes across the desk to the seller by manager's cheque, and the brokers take theirs.
  • The department's auditor approves the file. The electronic title deed and the map go to the buyer by email, and the seller's deed is cancelled in the same act. The seller leaves with a cheque and no keys.

Most resales are not that simple, because the seller has a mortgage, or the buyer has one, or both, and the department has a separate procedure for a mortgaged home that is two acts rather than one. In the first the sale is registered against the seller's mortgage: the buyer's three cheques are taken, one to the seller's bank for the debt on the liability letter, one to the seller for the balance and one to the department for the 4%, the department audits and emails a registration certificate to both sides, and the bank's cheque goes to the bank. The home is now held for the buyer and nobody else can be registered on it. In the second, once the bank has issued its release letter, the parties return and the trustee completes the release of the old mortgage, the sale, and the registration of the buyer's new mortgage where there is one, and the deed issues. Three things to read against the market's habit. The trustee's fee is fixed and identical at every office on the department's list, and it is charged once for a sale and its mortgage registered on the same day; register the mortgage the next day and the department's page says the fee is charged again, AED 4,000 plus VAT. The deed is quoted across Dubai, and on this site's cost of buying page, at AED 580; the department's page today itemises AED 520 for an apartment, the certificate, the map and the two small fees, so budget the larger and let the receipt settle it. And the commission is not the trustee's: the 2% plus VAT is paid to the broker at the same desk on the same morning by convention, but it is the broker's contract, not the department's schedule. None of it can be borrowed. The cost of buying page works the whole morning on a two-million-dirham home.

What to bring

The department asks for little on paper, because most of the file is already in its system. What it asks for is original.

The buyer:

  • The original passport, or the Emirates ID for a resident; the trustee reads it and takes no copy
  • The manager's cheques, drawn on a UAE bank: to the seller for the price, or for the balance above the seller's loan with a second cheque to the seller's bank for the debt; to the Dubai Land Department for the 4%, unless the office takes it electronically, which the department's page allows through its e-payment channels and the noqodi wallet; and to each broker for the commission
  • The trustee's own fee and the deed and map fees, which the office takes at the desk; ask it beforehand how
  • A power of attorney, notarised and attested for use in the UAE and translated into Arabic, if someone signs for you; the office checks it against the notary's record on the day
  • With a mortgage: the bank's final offer letter, and the bank's representative, who brings the bank's cheque

The seller:

  • The original passport or Emirates ID
  • The title deed, though the trustee reads the department's record rather than the paper
  • The developer's no-objection certificate, obtained through Dubai REST; the file does not open without it, and it is the step that most often decides the date
  • With a mortgage: the bank's liability letter for the first act, and its release letter for the second
  • A power of attorney if represented, drawn to say exactly what is being sold
  • The keys, access cards and parking tags, handed over when the deed issues, by convention

A buyer who will not be in the country signs through an attorney, and a buyer with no UAE account routes the funds through the trustee's or the brokerage's client account, which draws the cheques; buying property in Dubai as a foreigner has both arrangements.

How long it takes

The department times the sale registration at twenty-five minutes and the registration of a mortgaged sale at fifteen to twenty, and on a clean file that is what the desk takes. The morning is longer than the desk: the parties, two brokers and a bank's representative arriving together, the cheques read one by one, and at the busier offices a queue. The department's auditors approve remotely, in the department's hours, so a file lodged in the morning is a deed by the afternoon, and a file lodged late in the day may not issue until the next morning. The deed arrives as a link by email and appears in the buyer's Dubai REST account; nothing is printed unless the buyer prints it.

A mortgaged sale is two visits, separated by however long the seller's bank takes to issue its release letter once its cheque has cleared, which is days rather than hours and sometimes a fortnight. The whole purchase, from Form F to this morning, is by convention two to four weeks for a cash buyer and six to eight with a mortgage.

The department publishes the list, and this is its list on 15 September 2026, which it had last updated on 8 September. The area is the one the department gives; the hours are the office's own as listed, and they move. The department's page carries the map pin, the telephone and the email for each.

Read it as a map. Four offices serve Deira and the east of the city, from Al Garhoud through Port Saeed to Al Qusais and Al Mizhar. Four sit in Downtown, Business Bay and Trade Centre, where most of the brokerages are. Three run along Al Wasl, Al Manara and Al Quoz. Five cluster in Al Barsha, Al Sufouh and the Greens, close to the Marina, JLT and the Palm. One is in Dubai Investments Park for the south. Three open on a Saturday and Sunday, Tamleek in Downtown, Dorchester in Al Sufouh and Alyalayis in DIP, and four stay open into the evening, which a buyer landing on a Friday should know.

Any registration trustee registers any property: the office is not tied to the area the home is in, a Marina apartment can be transferred in Deira, and the choice is usually the broker's, made for where the parties, the brokers and a bank's representative can all be at nine in the morning. The lease to own is registered at the same desks, at the department's fees for it; an off-plan purchase is not, because it is registered by the developer on Oqood and becomes a deed at handover without a trustee. The department's list is the one to check on the week of your transfer, since an office can open, close or change its hours between this page's date and yours.
